In this incident, the smoke bomb pipe used inside and outside the Parliament was bought by Amol Shinde, a resident of Latur, Maharashtra, from Kalyan. After that, as per the plan, the smoke bomb was hidden in the shoes and taken inside the Parliament. This entire planning was done under the leadership of Lalit Jha. Earlier, during the recce of accused Manoranjan in Parliament, it had come to light that shoes are not checked while entering the Parliament.
According to the information received by the police, Atul Shinde had purchased the smoke bomb pipe from Kalyan market, while Sagar Verma of Uttar Pradesh had got the shoes modified from Lucknow market. Sagar Verma had the shoes made and re-customized in Lucknow. He had kept a smoke bomb under this shoe. The shoe was modified in such a way that a 6-inch smoke pipe could be carried inside.

At the same time, Amol Shinde had bought a smoke pipe from Kalyan. After the information came to light, the police reached the firecracker market of Kalyan and investigated. Kalyan police immediately started a thorough investigation of the local firecracker sellers.
Police interrogated a firecracker seller at Ahilyabai Chowk in Kalyan. Shopkeepers said that smoke pipes of the same capacity as those used in Parliament are not being sold in Kalyan.
