Hearing was held in the Supreme Court
In fact, on Friday, the Delhi Police had expressed its consent to register an FIR against the President of the Wrestling Federation of India in the Supreme Court. This hearing took place on Friday on the petition of the wrestlers protesting at Delhi’s Jantar Mantar. After this, Brij Bhushan Sharan Singh had said that he is fully ready to cooperate with the police and the law. He always respects the law.
On the other hand, the wrestlers sitting on the dharna have said that they welcome the FIR but this is not enough. What is the law of FIR on sexual harassment?
Section 154(1) of the Code of Criminal Procedure cognizable offense is a case in which a police officer can arrest without warrant. Indian Penal Code sections related to sexual harassment and sexual assault come under the category of cognizable offences.
Registration of FIR gives speed and direction to the investigation. The police can demand custody of the accused and interrogate them. Can file a charge sheet on the basis of evidence, or can also file a closure report if there is no substance in the allegations in the investigation.

Not registering an FIR is an offense
The report submitted by the Verma Committee on Amendments to Criminal Law constituted after the December 16, 2012 Delhi gang-rape case states that a police officer refuses to station ‘or without reasonable cause to register information relating to a cognizable offence’. If he fails, he will be punished.
On Tuesday, senior advocate Kapil Sibal, appearing for the wrestlers, had also mentioned this section in the Supreme Court. He said that complaints were given to the Delhi Police on April 21 but no FIR was registered, after which the court was approached.
Earlier, Solicitor General Tushar Mehta had told the Supreme Court that the Delhi Police is ready to conduct a ‘preliminary inquiry’ before registering an FIR against Brij Bhushan Sharan Singh. But after the hearing on Friday, Delhi Police registered two FIRs against Brij Bhushan Singh.
