According to sources in the Lt Governor’s office, out of 234 proposals considered by the Arvind Kejriwal-led government in its meetings from April 2020 to July 15 this year, 79 proposals were received a day before the scheduled cabinet meeting at the Lt Governor’s Secretariat, 63 documents meeting 40 documents were received on the day and after the meeting.
“It is clear that the Government of National Capital Territory of Delhi Rules of Business, 1993 (TOBR) was complied with in only 22 per cent of the cases, while it was violated in 78 per cent of the cases without any justification,” claimed a source. .”
“The Lieutenant Governor’s Secretariat has written to the Chief Secretary, who is also the Cabinet Secretary, to look into the issue and ensure that the statutory provisions of TOBR are followed in letter and spirit,” said a source in the LG’s office. Said that a copy of the note has also been sent to the Secretary to the Chief Minister.
“It has been found in the note that such memorandums, proposals, cabinet notes would have been received immediately before the scheduled meeting of the Cabinet or even after the conclusion of such meetings without assigning any reason for such violation of TOBR,” the source said. Huh.”
There have also been instances where such proposals and cabinet notes were placed directly before the cabinet and a copy of the same was not made available to the Lieutenant Governor’s Secretariat at all.
