The NMC has proposed a relaxation in the requirement for a hospital to be a fully functional hospital for at least two years for setting up a medical college. However, this exemption will be applicable only to those organizations which have experience in running medical colleges and 1,000-bed multi-specialty hospitals elsewhere in the country. If this proposal is approved, then the number of medical seats in the country will also increase.
As per the extant rules of Medical College Regulations, the person setting up the college should be able to own and manage a fully functional 300 bedded hospital. This hospital should have all those basic facilities, through which it can be converted into a teaching institution. In addition, the hospital should be fully functional for a minimum period of two years. In such a situation, if new medical colleges are formed, then the students waiting for counseling after NEET UG result will get a big relief, as the number of seats will increase.
What did the NMC say in its draft?
At the same time, in the new draft notification, the NMC has said that the condition of ‘having a fully functional hospital for a period of at least two years’ will not be applicable in the case of universities and deemed universities which have at least two hospitals anywhere in India. Years of experience in setting up and running a fully functional recognized Medical College and Hospital of 1,000 beds or more.
The notification further said, ‘The building of both the hospital and the medical college should be owned and managed by the same organisation. The building of the proposed medical college should not have been previously used for any other purpose. The building should be an established multi-specialty hospital with at least 1,000 in-patient beds and comply with all the norms as per the regulations. The NMC has sought public opinion on the draft notification within a period of 30 days.
Medical colleges will increase seats
The move is being seen as part of an effort to increase the number of medical seats across the country. The number of MBBS seats in the country has increased from 51,000 in 2014 to around 92,000 for the 2022-23 batch. The government has supported increasing the number of seats in existing colleges, setting up of new colleges along with existing district hospitals and setting up of new AIIMS.
